Life-Iong education law was enforced in 1990. Since then，Ministry of International Trade and Industry (MITI) has planned some life-Iong education policy which aimed to promote the development of industry. Japan Publishing Industry Foundation for Culture (JPIC) was founded in 1991.<br> The purpose of this foundation is the development of publishing industry which is related to the MITI's life-Iong education policy, and one of its project is to assist to open the public book store. These movements are closely related with the public library development.<br> This paper shows the MITI's life long education policy and JAPIC's several projects including public book store, and concerns about affection of public library development policy.
