Abstract

On October 15, 2019, two large aboveground storage tanks exploded and as a result, massive fire occurred at NuStar Energy's Selby tank terminal in Crockett, California, USA. The investigation report has been released on May 25, 2021 by the Contra Costa County Fire Protection District (CON-FIRE). The cause of the incident was the ignition of flammable vapor due to the discharge of static electricity accumulated inside the tank. Since ethanol which was stored in these tanks was a non-conductive liquid, the static electricity charge could accumulate. This paper describes the incident based on the CON-FIRE report.
