説明

社会事業という言葉は、大正年間に発明された。その意味は使用する人々によって異なるが、概ね、明治期の慈善事業と授産事業を含んでいる。海野幸徳は方面委員の養成に力を入れた一人であるが、ケースワークを主体とするソーシャルワークも社会事業の範囲に取り込んでいる。　海野は社会事業を積極的社会事業と消極的社会事業に区分し、狭義の社会事業を経済保護、教育的保護（児童保護）、保健的保護に三分類している。その対象者は社会的価値の減少者、すなわち困窮者や障害者に限定される。社会事業の形態は、個別的、集団的という二つに分類されるが、実際の機能はこの二者の統合として現れる。集団形態は、対象を抽象化せざるを得ない。また定型的にならざるを得ない。　海野のいう積極的社会事業、田子のいう幸福事業、安井のいう正常な生活維持の事業は、現代社会福祉の理念である社会的包摂（inclusion もしくはintegration）やユニバーサル（universal）という概念やノーマリゼーション（normalization　普通の生活の保障）の理念の萌芽と見ることができる。また、戦後の社会保障制度審議会の勧告に定義されている社会福祉や、勧告に依拠した黒木の社会事業の定義は、海野のいう定型的社会事業に分類できるであろう。　The term Social Venture was invented in the Taisho year. It can be said that they are, and smacks of philosophy integration or inclusion, universal, and that normalization. In addition, the definition of Kuroki based on the recommendation and social welfare is defined in the recommendations of the Advisory Council on Social Security after the war, can be classified as routine Unno stated.
