This article tries to identify the value-added of "rights-based approach to development (RBA)" in the level of country analysis by taking Cambodia as an example. RBA is a new approach to development which places human rights standards and principles in the all phases of development programming. Adoption of RBA is expected to contribute to the development cooperation in several ways; by broadening the scope of poverty reduction, by promoting meaningful participation of the poor in decision-making processes, and by creating and strengthening the institutions through which policy-makers can be held accountable for their actions. Country analysises conducted by selected actors which had endorsed RBA, namely, Sweden, United Kingdom and Cambodian Government which worked with UN agencies, were studied to identify how and to what extent RBA is reflected in their analysises and how it had improved the quality of the analysis. It was revealed that at the time these analysises were carried out, the application of RBA is still limited and some critical elements of RBA are missing in some cases. However, these research papers which focus on the situation of the most vulnerable also shows the potential strength of RBA by clarifying the complex dimensions of poverty and its structural causes. These papers also help to identify the areas for assistance by clarifying the needs of both the the rights holders, and duty bearers. However, it requires further study to identify the concrete implication of such analysis to actual programming, monitoring and evaluation of development projects.
