The history of "Dwelling" policy for the elderly in Japan and the public collective housing scheme by local governments

This paper presents the background of the policies which directed the public collective housing scheme by local governments in the early 2000s, and examines the significance of collective housing for the “dwelling” policies for the elderly. I divide these policies from the late 1970s to the late 1990s into three phases, taking their background into consideration, and examine how these phases influenced the public collective housing scheme. In conclusion, the second and third phases were especially important in the public collective housing scheme. In the second phase, the government recommended that local governments use the “Silver Housing” system. In the third phase, the local governments began to be able to plan their own “dwelling” policies for the elderly. Also, at the same time, Reconstruction Collective Housing was built by local governments and gained the attention of local officials as a new model for the “dwelling” style for the elderly. This led to the public collective housing scheme by local governments in the early 2000s. It seems that it was significant for the “dwelling” policies for the elderly to add living styles such as collective housing as an option, since it enables the elderly to think about their own life and to choose to live with their neighbors or people who are not a member of their family.
