In recent years, examination is advanced about the measure of city planning in Shizuoka city and Shimizu area. The purpose of this report is to explore about the present condition and the subject of the area around Shimizu harbor and to propose about future city planning. And we collected as three proposals. 1) The proposal about urban space and landscape ① Positive practical use of a city planning system (landscape area, urban planning) ② Conversion of land use ③ Shore protection maintenance as walk space ④ Reservation of view space 2) The proposal about activation of a shopping center ① Activation which cooperated with the harbor　② Regulation and guidance to create the prosperous space 3) The proposal for the viewpoint of sightseeing ① The structure about “a visit from the sea” ② The function of the substantial sightseeing guidance ③ The network of tourist attractions (brand) ④ Maintenance of the Ejiri harbor area and Hinode area

近年、静岡市清水港周辺のまちづくりに関しては、その取り組みについて、地元自治体（静岡市）や清水地域で議論・検討が進められてきている。　本稿では、海（港）と川（巴川）で囲まれたこの清水都心地区を、地域活性化の視点でどのような水辺空間・都市空間に創り上げていけるか、また、世界文化遺産となった富士山と構成遺産三保松原の景観も活かしながら、魅力ある観光地として、交流や憩いの場として、賑わいをいかに創出できるかといったことを念頭に清水港周辺地域の現状と課題について探り、更に今後のまちづくりについて提言することを目的としている。今回、行政担当者（静岡市）及び事業者に話を聞きながら実際に現場を見ることにより、改めて様々な角度から考察することができた。そして、「清水港周辺の憩い、賑わいと魅力ある都市空間にするため」に下記の事項について提言としてまとめた。提言 1 都市空間・景観の整備に関する提言：①都市計画制度（景観地区、地区計画）の積極的活用②土地利用転換の模索　③歩行空間としての護岸整備　④眺望空間の確保提言 2 商店街活性化への提言：①港と連動した活性化策の模索　②賑わい空間創出のための規制・誘導提言 3 観光の視点からの提言：①「海からの訪問」という仕組みづくり　②観光案内機能の充実　③観光資源（ブランド）のネットワーク化　④江尻港地区と日の出地区の一体性の確保
