日野市における市民参加によるまちづくりの変容を明らかにするため、1970 年代からの市民活動及び市民参加により策定された環境基本計画の実態を、日野市の環境基本計画に関する先行研究、市民作成の報告書、環境基本計画、市民へのアンケートやヒアリング、及び市民活動への参与観察などを用いて分析した。 日野市の市民活動は市民参加の質を高める契機となる4 つの活動、①市民活動のはじまり（問題意識の共有）、②科学的視点の取り入れ（専門家の協力）、③総合的視点の取り入れ（他の活動分野の市民との連携）、④「協働」のはじまり（行政との連携）があり、現在は｢協働｣が推進されている。しかし計画策定においては、1 次計画から2 次計画において①策定方法、②計画の位置付け、③推進体制、④計画対象範囲に変化があった。当初、市民の期待の高かった市民参加による計画策定だったが、実効性を実感できず、市民の計画や市民参加への関心は薄れ、参加者の入れ替わりもあり、計画が変化していったと考えられる。計画への関心の低下が各計画推進グループと活動団体との関係性の違いにも現れていた。　「市民参加」への関心が薄れ、その後退が懸念される中、行政は｢公民協働｣を熱心に推進している。「参加」や「協働」における課題を認識し、改めて「市民参加」についての議論の場が必要ではないかと考えられる。環境基本計画の変化は実効性に関わりがあった。そこで計画の推進に関わる2 つの要因、①計画に対する市民と行政の認識の齟齬、②環境基本計画と個別計画との関係について考察し、新たな環境基本計画のあり方を提言した。 The purpose of this research is to clarify the transformation of citizen participation in the city planning of Hino City, based on the actual situation of the basic environmental plan that was formulated by citizen participation and citizen activities that began in the 1970s. The method to achieve that purpose is based on the analysis of the evaluation of the citizens and researchers, the journals published by the citizen groups, the basic environmental plan, as well as the analysis of the questionnaires and hearings conducted on the citizens, and participant observation of the citizen activity. There are four citizen activities that are opportunities to enhance the quality of citizen participation in Hino City. Currently, "collaboration" is being promoted. However, in plan formulation, there were changes between the first planning and the second planning in (1) the formulation method, (2) the positioning of the plan, (3) the promotion system, and (4) the scope of the plan. Initially, it was a the plan formulation by citizen participation which had great expectation from the citizens, but with the replacement of the participants and such, the interest in citizen planning and citizen participation diminished as the participants were not able to perceive any effectiveness. While the interest in "citizen participation" is diminishing, and further decline is of concern, the administration is enthusiastically promoting "collaboration", targeting citizens. It is necessary to have a place of discussion on "citizen participation" again, recognizing the issues in "participation" and "collaboration". The basic environmental plan had a problem of execution. Therefore, this paper considered the two factors of that problem --(1) the discrepancy between the citizen perception and the administrative perception of the plan; (2) the relationship between the basic environmental plan and the individual environmental plan. Based on these consideration, this paper proposed the state of the new basic environmental plan.
