The purpose of this paper is to examine tourism from the perspective of cross-border relations and cooperation between Northern Ireland and Ireland. The economic and business dynamics of the tourism industry on the island is remarkable, especially after the Belfast Agreement (Good Friday Agreement) in 1998. A common argument is that as political relations have improved, economic development has accelerated. It is this that has led the cooperation and close relationship in tourism sector between Northern/Republic of Ireland. Indeed, the tourism in Northern Ireland has expanded with political stability. The European Union as well as the British and Irish governments have played important roles in building political stability. However, the relationship between the tourism sectors of Ireland and Northern Ireland was established soon after the partition of Ireland in the 1920s. This relationship has continued and even survived the precarious political atmosphere during the Troubles. Tourism does not always mirror political situations. Rather, it is a way to maintain a relationship between two countries through less-than-ideal conditions. To show this, the paper is composed of three parts. The first section outlines the intergovernmental relations between Ireland and Northern Ireland, and the British government and Irish government since the partition of Ireland in the 1920s. Political relations were antagonistic and limited. British-Irish intergovernmental relations were also sensitive. When the Troubles began, this situation only worsened. However, in 1985, the Anglo-Irish Agreement institutionalised intergovernmental cooperation introduced an institutionalised Irish dimension for the first time. This brought about more cooperation between British and Ireland. In the next section, the relationship between Northern Ireland and the European Union is reviewed. Although the bilateral intergovernmental relationship mattered because the Irish and British governments were major players in the Northern Ireland peace process, the EU also played a key role in smoothing relations between the Irish and British as well as peace-building in Northern Ireland society. Finally, the author focuses on tourism in the context of cross-border cooperation. Greater cross-border cooperation in the tourism sector has increased in post-conflict Northern Irish society. However, public documents and records recently opened to the public show that tourism itself created the linkage, even under the severe political situation of the conflict.
