In this article the author takes the position that after the death of Ch'in Kuei the power blocs of the Southern Sung 南宋 were comprised of a number of different political groups, and that the political history from the late Shao-hsing 紹興 era to the early years of the Ch'ien-tao 乾道 era is one of discord between these groups in matters relating to decisions of the highest national priority. The author classifies the political groups of this period into : (1)those who came from the economically advanced Chiang-nan 江南 region, who sought national control over local self-rule, and called for coexistence with the Chin 金; and (2) those who came from the economically backward Szechwan 四川 -Fukien 福建 area, who sought the establishment of a political system firmly based on local Tule, and advocated confrontation with the Chin. After the death of Ch'in Kuei, the former group took power, but the latter group soon gained influence, expelled the former group, seized power themselves, and led the war between the Sung and the Chin from the end of the Shao-hsing reign. However, in the process of enacting a war policy, they needed the cooperation of the former group. Thus, when avoiding a complete national breakdown became China's most important political dilemma, the former group moved back into the center of the political arena and concluded the peace treaty between the Sung and the Chin.
