In the year 1465, the first year after the accession of Hsien-tsung 憲宗, heavy rains caused damage to the crops in Chihli, Chekiang, Honan, and other areas. In response, the Court sent out two officials to formulate a plan for relief: Shen I 沈義, Junior Vice-President of the Board of Works, was sent to Pao-ting and Chen-ting while Wu Ch'en 呉琛, Junior Investigating Censor, was sent to Huai-an and Yang-chou. This tour of inspection, different in character from the periodic tours of local governors, was a special appointment; and indeed in view of the wide powers accorded them, must be viewed as a high priority special assignment. Arriving on the scene, they proceeded to take very, active measures, one of which was the sale of office and of ordination certificates to raise revenue--this was an important influence on the later growth of venality of office. Less than half a year after this mission, the two officials were imprisoned. Why? One reason was the fundamental difficulty of such missions ; the second was the unstable nature of the appointment of Hsun-shih min-mo 巡視民瘼 and the difficulties it raised in relationships with local officials. After the demotion of these two offiials, local relief policy developed into one of the responsibilities of Travelling Censors and Investigating Censors.
