A Study on High School Hierarchy and the Educational Policy of Key Schools in China

Abstract

The secondary education of China has developed rapidly in recent years. However, there are also school hierarchies among public high schools. The purpose of this paper is to clarify how the high school hierarchies have been formed, in particular, by focusing on the historical change of key schools educational policy. The conclusions of the study are as follows: Firstly, the aim of the key school educational policy is to develop education more quickly and efficiently by investing more educational resources in key schools than in other general high schools. However, because of this policy, there are big differences of educational resources between key schools and other general public high schools. Even there are problems of school's selection by paying money today. Secondly, This paper divided the historical changes in the key school policies into three different phrases. The formulation of high school hierarchy corresponds to the three phrases of key school policy. It appeared, has changed and escalated. Thirdly, from the review of historical changes of educational policy, we see that the school hierarchies are caused by the policy of the key middle schools. However, changing and escalation of differences among high schools also depend on the level of the development of the economy and the secondary education and the increasing of people's educational needs. Based on these results it can be concluded that the policy of key school should be considered once again in respects of today's educational problems.
