Abstract

In Japan, the 23 rd Upper House election (2013) was held for the first time after the ban on election campaign on the information network (Internet) was lifted. This article analyzes through empirical research whether this election changed from previous ones in regard to voters' media use and political consciousness. Although people seldom used the internet for expressing political opinion and for decision making, they felt a certain change in regard to their evaluation to "net election". About political consciousness, the fourth of four factors extracted by factor analysis (eigenvalue > 1, promax rotation) is seemingly reflects the tone of argument on the net. This article points out in the last part that it is generally observed in this election that the influence of using the internet was not great, but we must be cautious of generalization because there was little chance for any one change in circumstances to affect the election under the present condition of the ruling party's predominant advantage.
