Gebianan 割辮案 (The Queue Cutting Case) took place in 1768 and was a crime that extended over North and Central China. Emperor Qianlong adopted a severe attitude towards it at first, but gradually changed his policy, and eventually gave up the investigation, without arresting the principal offenders. His reason was that the search process inflicted too much hardship on the people. However, such a change in the principle of the investigation was not brought about by warm heartness towards the people as the Emperor himself said. Transportation at that time was diverse and far reaching. Therefore, it was of course impossible to arrest the offenders who were in hiding among the people and who repeated the crime here and there. The change in the policy of the investigation, which seemed warmhearted at a glance, was nothing but an excuse for giving up the search.
