Description
The Kinai region of central Japan, near the capital, varied significantly from other administrative areas. Only the Kinai was solely taxed with a corvee (zoyo 雑徭), thereby providing labor which directly sustained the polity. As this corvee became increasingly burdensome, the nature of government control between the Kinai and other regions came to differ. Although authors have assumed that the Kinai was a bastion for the court aristocracy, this is fallacions. Prior to the Taika Reforms of 645, most miyake, corporations devoted to supporting the court, existed in the Kinai. The existance and function of these Miyake played a decisive role in the formation of the unique character of the Kinai region. Furthermore, the development of the Kinai proved to be of epochal significance in the establishment of the emperor-centered polity of ancient Japan.
