Although the predominance of a "laissez-faire" attitude, sometimes accompanied by state intervention, in 19th century British social policy is the general consensus among historians, few clear analyses of the social conditions that fostered "laissez-faire" have been made. Toward an understanding of those conditions, this article examines in detail the formation of policy for the protection of life and property from shipwrecks. This study draws two conclusions. First, "laissez-faire" and "state-intervention" policies were selectively implemented throughout British policy formation on ship recks, confirming the present consensus. Second, an important social condition for the predominance of "laissez-faire" was the historical tendency within British society to form voluntary institutions. These institutions, conservative in nature and independent of state authority, were created in order to lessen or solve social miseries, and examination of them deepens our understanding of the nature of the relationship between state and society in 19th century Britain.
