This paper describes view and subject of a design that environment good as social capital can be completed and maintained from the example of an invested type construction enterprise. It is in the trend of the times of the securitization to land and building, or inflow of foreign funding, and a right holder's etc. active joint-enterprising, the policy of the building composition which is not bound by the form of a land classification or effective use of land, and the policy of decision of management maintenance agreement are described as one answer of the concrete method which can realize a good construction enterprise.
