The Animal Welfare Act(AWA)is one of the main statutes regulating the humane treatment of animals used for scientific purposes in the United States, but has hardly been studied in Japan. In order to understand the nature of animal testing laws in that country, this paper focuses on evaluating the system laid down in the AWA. This paper has two aims. The first is to discover the development process and features of the AWA, and the second is to understand the role of administrative management of animal testing in the United States. With those two aims in mind, this paper discusses the social background and legislative purpose of the AWA and provides an overview of its contents. It then evaluates the inspection system of the United States Department of Agriculture(USDA)through an examination of the inspection reports submitted by veterinary medical officers of the Animal and Plant Health Inspection Service(APHIS)and audit reports published by the Office of Inspector General.
