R. A. W. Rhodes(hereafter Rhodes), in his book "Understanding Governance" in 1997, insists on a concept of governance based on self-organising networks. In this paper, first it is stated Rhodes fails to illustrate the concept in British instances and that it has limits in itself. Second, to resolve the problem a concept of network management is explored. Finally, as a alternative to self-organising networks, "governance as network management" based on a concept of network management is proposed.
