The idea of "industrial districts" proposed by Alfred Marshall has often been applied to the innovation and diffusion of productive techniques. This article examined this function through a case study of the Dowlais Iron Co., a representative of the South Wales iron and steel industry, and Forester & Co., an iron merchant, using the correspondence between the two in the 1870s. In particular, this article considers the functions of the iron merchant, both in daily trades and in the long-term innovative development of steel making, and shows the iron company and its customer tinplate makers linked by the iron merchant as a type of Marshall's "industrial district."
