Abstract

We trace the change in neighbourhood associations in Seibi, Kita Ward, a core area in Osaka city, under re-urbanization. Many large apartments have been built in this area since the early 2000s. As a result, Seibi has faced a high growth rate of population. We conducted a survey of the leaders of the neighbourhood associations in the area. The results point out certain current problems of a local community in the re-urbanization. Most of the leaders are middle-aged men and old residents of the area. While the population of the area has increased, many of the newcomers have not become members of the association and have not participated in the activities. Most of the leaders have become anxious and hope that this situation would improve. However, they have not found a solution and taken any effective action.
