Abstract

The purpose of this article is to consider the debate on "Manual for Mexican Migrants". This manual was published by Mexican Foreign Ministry on December, 2004 in order to inform those who try to cross over the border to the United States from Mexico illegally the danger they would have and advise about the life in U.S.A. This manual provoked strong criticism from american conservatives who were opposing to accept illegal immigrants, because it contained useful advices about how to cross over the border safely. The opponents to mexican immigration accused of the Mexican government saying that they were encouraging illegal immigrants. In this article, I examined how this manual was made. My conclusion is that this was the result of bilateral agreement.
