Description

This paper views the process of America's preparation for industrial mobilization and examines the planners' aims. From 1920, the Office of Assistant Secretary of War carried out planning for industrial mobilization and accomplished the final version in 1939. The points are that the plans neglected the military initiative and the prominent industrialists got involved in the plans, and that mobilization businesses were decentralized through the Ordnance District System. Japanese planners for industrial mobilization were modeled on these features.
