Abstract

Seki Hajime (1873-1935) thought that the concept of an economic society is compatible with industrial leadership and public welfare. In the 20th century, creative entrepreneurship and economic agglomeration based on this concept meant "the spirit of economic nationality." Seki Hajime who executed "creative industries and city planning" as the Mayor of Osaka was the first economist in Japan, who recognized that these subjects could solve "social problems".
