The purpose of this paper is to discuss the business history of megacities. In particular, it examines the public utility of Osaka City where the Osaka Metropolis Plan is being discussed and clarifies the different ideas it has been managed under. The analysis revealed the following findings. First, since the 2000s, even in Osaka City, the population has recovered in the city centre (Kita Ward, Chuo Ward, Nishi Ward, Naniwa Ward, and Tennoji Ward along Midosuji Street), and the area management activities are active and land prices are rising. Second, Metropolis City functions are continuing due to the active professional service industry concentrated in central Osaka, and the manufacturing industries are still alive at the border of Osaka City. Third, the above trends are related to the historical movement of public utilities (water supply businesses, subway businesses, and housing and community development). Currently, Osaka City's public utilities are facing challenges that need to be addressed under the urban management philosophy of Osaka City.
