The New Public Commons Roundtable commissioned by the Japanese governmet made a Declaration of "New Public Commons" in June of 2010. This paper reveals the background of the "New Public Commons" and the present state of its practitioners. Accodingly, I depict the exemplar projects for the development of human resource of social business. The first chapter outlines the changing structure of Japanese population, financial states of both national and local governments, decentralization of the society, and practical scale and scope of non-profit organization, and the birth of the so-called social businesses. Then, I will reconsider the background of the declaration and conclude that the declaration has its merits.
