In the suburb of Tokyo and other major cities in Japan, the number of elderly people is getting larger, while that of working generation is getting smaller. Although the budgets of those local governments are shrinking, they are now requested to properly deal with the various and complicated public needs, with the number of nuclear families getting larger, and the spirit of mutual help among people weakening. Tsurugashima city in Saitama prefecture is planning to grow the leaders of “A New Form of Public Sector”, since upbringing of human resources in the sector is important and emergent task. In this paper, we'll introduce the practical and effective use of ICT, such as regional SNS, for the purpose of growing those leaders and examining the effect on this plan.
