Tourism has now become the worldʼs third key industry after energy and chemicals, ex-ceeding auto-related and food industries in the global export department. International tourists are steadily increasing year after year, and World Tourism Organization (UNWTO) estimates a total of 1.8 billion tourists by the year 2030. This estimation suggests the arrival of the “Age of Tourism” where 1 out of 5 people in the world will travel to a foreign country. As is well known, population is rapidly decreasing in the regional areas of Japan, and the severe depopulation is sending a loud signal in need for a solid policy to revitalize the local economy. Given the situation, the Japanese government has written the “Tourism Nation Pro-motion Basic Plan” in March 2012, and positioned itself as a tourism nation as a part of growth strategy to achieve 600 trillion yen in GDP as marked in June 2016ʼs “Japan Revitalization Strategy 2016”. As a result, foreign visitors in Japan rapidly grew from approximately 10.36 million people in 2013 to 28.69 million people in 2017. The Japanese government has set a cur-rent goal of welcoming 40 million visitors by 2020, and 60 million visitors by 2030. With the Tokyo Olympics and Paralympics approaching in 2020, foreign visitors are expected progres-sively increase. Many of the visitors choose to arrive in Tokyo and visit Kyoto and Osaka via Mt. Fuji, which is often called the golden route. Now a challenge falls on the policy makers to disperse these footsteps to Hokkaido all the way to Okinawa. Meanwhile, Okinawa, which has been designated as the international tourism district in 2014 has welcomed 9,396,200 foreign tourists in 2017, an increase of 783,100 visitors from the previous year. The rate of increase was 9.1% and for the first time the number of visitors to Okinawa exceeded the number of visitors to Hawaii, which is 9,380,000. This article explains the current state of the tourism industry in the world, then proceeds to discuss the current state of tourism in Japan and its issues. Lastly, it will analyze the cur-rent state of tourism in Okinawa and its issues and discuss future directions for policy.
