"学校現場における性的虐待発見状況の実態と性的虐待の予防・対応に関する教員の意識を把握することを目的に,大阪府内の中学校・高等学校の養護教諭,家庭科教諭,保健体育科教諭を中心とした教員を対象に,2009年2月～7月にかけて無記名式質問紙調査を行い,496名から有効回答が得られた。性的虐待への関与経験のある者は78名,発見経験のある者は53名で,中学校の養護教諭が最も多かった。性的虐待発見時の状況は,養護教諭を含む教員へ子どもが打ち明けることが最も多く,打ち明ける場所や時間帯,打ち明ける際の子どもの話の切り出し方,教員が働きかける際の子どもへの尋ね方などが明らかになった。また虐待の発見に効果的に関与できると考えている教員は74.5%,予防に関与できると考えている教員は44.2%であった。子どもからの虐待相談は特に性的虐待相談において困惑する教員が多いが,なかでも養護教諭に困惑感が強く,そのことについて,当事者意識や関与件数との関連で考察した。また7～8割の教員が,性的虐待は判断や対応が困難と考えていた。これらの結果は虐待対応の研修時に有効な材料になると考えられた。 性的虐待予防に役立つ家庭と学校の教育に関する考えについては,発達段階ごとの整理を行い,さらに性的虐待予防教育について,概念整理の必要性や課題について考察した。

This survey was aimed to clarify the findings of Child Sexual Abuse and its circumstances at school settings, and also to find out teacher's recognition and responses for CSA . It was done between February and July 2009 in Osaka. Anonymous questionnaire was sent to 2878 teachers.Those teachers were school nurses, health and physical teachers, home economics teachers at junior and senior high school, and others. 496 teachers responded. 78 teachers involved in student, who continued to experience CSA, and who had experienced CSA before. 53 teachers actually found CSA. School nurses at junior high school were the key person to intervene the case. 35.9% of them involved and 29.9%of them found CSA. Many children disclosed CSA to school nurses or other teachers, and some were found to exhibit emotional/ behavior problems. The place where students disclosed their experiences was school nurse's room and it happened after school. 350 of 496 teachers reported to be effectively involved in finding out child abuse and neglect, and 205 reported to be involved in prevention of child abuse. Teachers reported that interviewing the child about their CSA was more difficult as it was compared to other type of child abuse. The assessment and intervention to CSA were also difficult.
