Abstract

地方自治を考える際、いわゆる「地域自治会」の現在および過去の実態を明らかにすることは重要だと考える。本稿は旧羽地村稲嶺区(現在名護市稲嶺区）における1960（昭和35）年の「戸主会議事録」を紹介し、それによって当時の地域自治会の果たした役割を検討しようとするものである。戸主会議で取り上げられた事項は多様であるが、その中からは地域共同体を貫く「平等性の原則｣、「総有」といったものを読み取ることができる。@@@In considering local autonomy, it is important to clarify the actual situation of neighborhood association in both the past and the present. This paper intends to introduce "the proceeding records of Kosyukai" in Inamine District of ex-Haneji Village (present Inamine District of Nago City) in 1960 (Showa 35), and to investigate the functions performed by the neighborhood association. Among the various articles discussed in Koshukaigi, the meeting of family heads, we can find out the principle of equality and the concept of "Soyu (sharing by all)" carried out in the neighborhood community.
