Abstract

<p>The purpose of this paper is to clarify the details of assessment formula for Business Improvement District (BID) intended to promote a local economy and community. All BIDs in New York City set the levy on property owners, while some BIDs in Seattle City require the levy on business owners. The calculation of the individual levy is based on the square footage of a lot, an assessed property value, a lot size, a building floor area, or gross retail sales. Some BIDs calculate it by using multiple assessment factors. In addition, the types of assessment formula depend on the neighborhood characteristics, and the levy of BIDs in a central area or business area tends to be calculated by an assessed value, a building floor area, or a lot size. On the hand, BIDs in a commercial area or residential area often use the square footage of a lot.</p>
