Abstract

In China, disclosure of information held by the government commenced in 2008 in accordance with the provisions of the Disclosure of Government Information Regulations enacted that year. While implementation of these Regulations led to a significant increase in the number of requests for such information, various deficiencies in the provisions also became more and more apparent in practice. Thus, after a period of ten years, these Regulations were amended on April 3, 2019 to further strengthen, expand, and improve the system of disclosure of information, and those amendments entered into force on May 15 of the same year. This paper briefly summarizes the process of enactment and content of these original Regulations, its associated problems over the first decade, and the contents of the amendments, identifies remaining problems with those amendments, and considers possible future developments.
