Abstract
<p>The third sector Isumi Railway's mission is to increase the value of passengers, people in the area along the railway lines, government, and other stakeholders.</p><p>They have been trying to attract tourists by converting the</p><p>attractiveness of the area into rich value and providing it as</p><p>tourism content. It can be said that the public transportation.</p><p>business has been converted to a public exchange business</p><p>As an example, we distribute rapeseed seeds to local supporters,sow seeds so that they will bloom in the spring, and decoratethe railway lines. </p><p>This is known all over the country as a railway where rape blossoms bloom, and has attracted many railway fans and tourists. We investigated these efforts.</p>
