Abstract
<p>When an evacuation order is issued, local residents head to the evacuation center all at once, causing traffic congestion. Traffic congestion during floods not only delays escape, but also induces traffic accidents and obstructs the passage of emergency vehicles.<br />In this study, we analyzed the evacuation behavior assumed in Obuse-cho using the simulation software "Vissim".<br />As a result, it became clear that there is an area that takes about 90 minutes to leave the assumed inundation area, including the evacuation preparation time.<br />In the 2019 Typhoon No. 19 disaster, a part of the area was flooded about 90 minutes after the evacuation order was issued, so there is a possibility of danger if similar evacuation actions are taken.<br />In the future, we will consider appropriate evacuation behavior in Obuse Town by changing the evacuation time for each district.</p>
