This paper examines the function and mechanism of administrative guidance that requires an unspecified number of people to cooperation (general administrative guidance), based on the theory of "expressive function of law" in Law and Economics. Through the analysis using a mathematical model of an N-player game, we will elucidate how general administrative guidance, which is neither legally enforceable nor backed by economic incentives, influences actors' decision making and under what conditions people follow administrative guidance.
