過疎-それは,ケインズ主義的に修正された現代日本資本主義が生み出した社会経済的現象である。都市・農村間の不均等発展という資本主義の内在的傾向のなかで,過疎問題は「産業経済政策全般におけるスクラップ・アンド・ビルトの地域的現われである」(杉原四郎・尾上久雄・置塩信雄編『現代の経済』143頁)ともいわれている。過疎地域対策緊急措置法の施行は,地方行財政を介して資本主義的高蓄積の矛盾を是正する試みであるが,小稿の考察からも明白なとおり,それは問題解決への糸口とはなりえない。

This is a report on the investigation in Yoshida-mura, Iishi-gun, Shimane Prefecture in August, 1971. Yoshida-mura is afflicted with 'Kaso' now. A concept of 'Kaso' means summarily the processes that a decrease in population results in a community-disintegration. The difficulties have been shaped with the high-pace economic growth of Japanese capitalism since 1955. In Yoshida-mura, phenomena of 'Kaso' are indicated clearly in financial stringecy, not to mention a decrease in population. In consequence, dwellers in this village cannot be given security for national minimum as a people. These actual problems will never be settled unless the mechanism of capitalistic accumulation is abolished, for phenomena of 'Kaso' are inevitable difficulties in the contemporary capitalism of Japan.
