This paper discusses the concept of what is required for a sustainable society, based on the question of how a green society can be defined in response to the recovery from the Great East Japan Earthquake and the 2050 Carbon Neutral Declaration. Focusing on the social entrepreneurship of civic leaders as the bearers of a green society, case studies were conducted with the hypothesis of two ways: intergenerational co-creation and nature-based solutions (NbS). The study revealed that innovation can be initiated from the local community.
