Abstract
Abstract Chubu Bank, headquartered in Shizuoka City, Shizuoka Prefecture, was a small regional financial institution: with deposits of 519.8 billion yen, loans of 429.6 billion yen, 44 branches, and 636 employees at the end of March 2001. The bank gave up its attempt to restructure itself in March 2002: due to a failed capital increase which triggered a deposit outflow, while its capital adequacy ratio declined in the 1990s, causing a large amount of non-performing loans after the bursting of the bubble economy. In this paper, I interviewed the president of the bank at the time of the bankruptcy on his perception as a party, to the reason why and how the bank failed. I believe that the oral evidence of the failures of those financial institutions from the people involved will help us accumulate and deepen our knowledge to prevent financial risks in the future.
