Promotion of the Tourism Industry and Regional Context in the Initial Stages of China's National Economic Reform and Open-Door Policies: A Case Study of Guilin in Guangxi Zhuang Autonomous Region

Abstract

We examined the nature of the relationship between the central government and its regional counterparts when conducting initiatives in regions anxious to promote tourism in the initial stages of China’ s economic reform and open-door policies. The promotion of tourism was only being undertaken gradually in the early days of economic reform. However, China’ s leadership were interested in the tourism industry as an expedited source of foreign currency and were often seen to be encouraging the promotion of tourism during inspections and other visits to regional areas. In areas with famous natural tourist attractions, such as Guilin, the adoption of tourism promotion and associated environmental protection policies took the form of central government interventions in specific regional policies. However, it may also be noted that in light of increased promotion of the tourism industry in Guilin, the city itself had already been actively protecting its tourism assets on a regional government level before the introduction of China’ s national economic reform and open-door policies.
