Abstract

<p>This paper reports on strategies for rehabilitating land in red zone areas and considers the use of land in disaster exclusion zones, the "Ōtākaro/Avon River Corridor Regeneration Plan", as a case study. The findings suggest that the following five points are important as strategies for rehabilitating land in disaster exclusion zones. 1) the plan was formulated with an emphasis on dialogue with the public; 2) the plan also aimed to have a ripple effect on the entire national land; 3) the plan promoted international research based on the disaster experience; 4) the plan promoted the interim use of state-owned land; and 5) the plan drew a step-by-step roadmap to achieve the vision.</p>
