Abstract

<p> This paper discusses the attitudes and perspectives essential for Japanese language teachers who are engaged in Japanese language education following public policy. In recent years, Japanese language education has been recognized as a public issue, and legislation and policy making have been progressing. One policy trend that is of particular interest concerns the qualifications of Japanese language teachers. In order to devise better Japanese language education policies, it is useful to apply expertise from public policy studies to Japanese language education policy research. An analysis of the history of the debate over qualifications of Japanese language teachers from the perspective of the policy cycle in public policy studies enables one to identify several issues to be addressed. In the future, when Japanese language teachers are involved as practitioners in public Japanese language education, it will be essential for them to keep informed about policy making, and to reflect critically on their own practice, in order to maintain the expertise to engage in Japanese language education at both the meso and micro levels. And finally, we must encourage a vigorous discussion on the fundamental social values and goals of Japanese language education.</p>
