Description

The Reform of ANSEI was carried out from 1854 through 1860 by Masahiro ABE in the last years of the Edo period. This paper is particularly focuses on its economic and fiscal impact. The Reform of ANSEI was not effective norther sufficient for helping the governmentʼs finance which was already in jeopardy. I show some figures from government income by taxation during the reform, but the figures represent that the reform was not able to the governmentʼs economic loss. Such an exceeding government spending mostly due to military preparation against foreign powers finally put an end to the reign of the Tokugawa Shogunate.
