In US cities, many problems in the urban environment, such as air pollution and life living, are caused by car-centric societies. Calls are being made for urban redevelopment to reduce car dependence and improve life livability. The redevelopment project in Portland, Oregon, has been highly evaluated and is regarded as one of the most desirable cities in which to live. The revitalization of Portland's central area successfully reversed its declining trend by fostering a collaboration between the public and private sectors. This achievement was realized through the introduction of Light Rail Transit (LRT) as part of a broader public transportation-oriented redevelopment initiative. Also, the deployment of the smartization of public transportation to improve the convenience and strengthening of Portland's information infrastructure to improve the urban environment and mobility has been extended to many urban challenges and contributed to the realization of a smart city. Until now, most researcher's papers on urban redevelopment planning and the deployment of smart cities have been discussed individually. However, in this paper, we change our previous perspective and proceed with a comprehensive analysis and discussion of urban development and the smartization of cities as one concept.
