In our country, rural areas are experiencing an exodus of population and an aging population. This trend has been continuing for couple of decades and it has not been halted. If the same situation continues in the future, it is estimated that by 2040 the population in some rural areas will have declined to about half its current level. Such a decrease in the number of farmers will further reduce Japan's food self-sufficiency ratio, and is considered a major risk to food security. This paper examines the possibility of maintaining agricultural production, even temporarily, by seeking in-migration from other regions from a short-term perspective under the circumstances of population decline and aging in these rural areas.
