Description

Japan is often said the country of dual system or double standards. The Japanese people are criticized that they differentiate between honne (reality) and tatemae (facade or enunciated principle). The situation concerning international students' workpermit in Japan is not the exception. The policy of Japanese government as tatemae is that the Certificate of Eligibility which guarantees international students the entry to Japan as residents is issued only to those students who have either sufficient financial background or who have guarantors supporting them financially. The reality, however, is that almost all international students without Mombusho scholarship apply for the work permit. Since the work permit is automatically granted, they are engaged in broadrange of part-time jobs. Comparing with the policy of the U.S. I argue the inconsistency of the policy of Japanese government concerning international students' work permit.
