It is an urgent task to take countermeasures against misinformation and disinformation during disasters. The starting point for this is the Great Kanto Earthquake that occurred in 1923. This disaster sparked a wide variety of mis- and disinformation termed “disaster rumors” about “volcanic eruption” and “tsunami.” However, there are few previous studies that explore in detail why and how these disaster rumors were generated and spread. To contribute to the contemporary fight against mis- and disinformation, this paper discusses in depth the generation and spread of disaster rumors at the time of the Great Kanto Earthquake, which has received not much attention to date. In the process of examination, the author also looks at mis- and disinformation during other disasters and presents numerous examples of rumors as well as patterns of their outbreaks. Furthermore, the author discusses the challenges faced by the media in taking countermeasures. - Pointing out the significance of “immunization effect against disaster rumors” by equipping viewers, listeners, and readers in advance with knowledge about the generation and dissemination patterns of mis- and disinformation as a way of enhancing their media information literacy. - Recommending the creation of database of mis- and disinformation generated during past disasters as a collection of case studies, which will lead to prompt and accurate counter news released at the dime of disaster.
