<p>Since 1996, Kobe City has established the "Ordinance Concerning the Designation of People and Nature Coexistence Zones and Others" to create vibrant and attractive agricultural community areas, through the promotion of a planning system for orderly land use. Subsequently, rural community plans have been formulated by the communities in "People and Nature Coexistence Zones (Coexistence Zones)". With more than 25 years since the ordinance was established, a comprehensive analysis of land use realities within the "Coexistence Zones" is expected to contribute to the formulation of rural community plans and the promotion of orderly land use. This study aims to analyze land use realities in the "Coexistence Zones" from two perspectives: trends in farmland conversion and development permits.</p>
