In order for Hello Work (Public Employment Security Offices) to function effectively as an employment safety net, expertise is required in the provision of consultation services. However, consultants are employed on a non-regular basis, potentially hindering the acquisition, improvement and full utilization of their expertise. Therefore, this study focuses on the relationship between the expertise of consultants and their employment status. By analyzing data from job search systems and public documents, the study highlights the importance of consultation services for the unemployed seeking jobs and the establishments recruiting workers. However, it was also found that the expertise of consultants was neither appropriately evaluated nor rewarded in their personnel treatment. In the interview survey, a relationship between employment status and expertise was revealed, indicating that fixed-term employment makes it difficult for individuals to acquire and improve expertise, and fully utilize their skills on the job due to employment instability and job insecurity. To fulfill the role of Hello Work as a safety net, it is necessary to recognize the importance of consultation services and the expertise of consultants, and to ensure the employment stability of consultants.
