In this report, I first classified the tourism-oriented regions into the conventional tourist areas and the regions that use tourism as a new method of community enhancement. I then focused on a region that belongs to the latter category (Matsuyama district, Osaki city, Miyagi prefecture) and studied the possibility of developing tourism-oriented community enhancement. In this study, I organized the background, purpose, significance, and data of the development of tourism-oriented community enhancement, as well as the process to achieve the purpose, based on prior discussions; and then used the differences between the two categories of regions and requirements obtained from the definition of tourism-oriented community enhancement, as the framework for analysis. The result of the study indicated the necessity of the following: to review the resources that exist in the region; to make regional resources function as "tourism resources"; to supplement the deficient tourism infrastructure through strengthening collaboration with other regions; to develop human resources related to tourism based on recognition of human resources development as the region's common theme; and to establish a system for residents' participation to enable the community to take initiative.
