Abstract

Today, carrying advertising on local government websites is a growing trend in Japan. By using survey data, this paper examines the background of this trend, particularly from the view point of the financial condition and the population size of local autonomies. We also probe its effects on site development procedures, especially focusing on the level of mutual reference among website managers in distributed local government. The results of the analysis show that local governments with advertising web sites have higher population rates and are in a comparatively worse economic situation than local governments with non-advertising websites. Mutual reference for site development is widely observed among local governments, irrespective of whether they have advertising or non-advertising websites, and the reference between near and similar-scale local governments is comparatively frequent, although some answers clearly show that location and size are less important factors. As for the level of mutual reference, we found no statistically significant difference between website managers of either advertising web sites or non-advertising sites.
