From 2023, schools in Japan will gradually transfer after-school activities during school holidays to local communities. Although schools have been traditionally responsible for after-school activities, various sports organizations, such as local clubs and local sports groups, are expected to join as part of the main body in the management of after-school activities, including the training and placement of instructors. However, some parents, as well as schools where students play sports, have expressed concern over the possibility of non-school organizations and personnel getting involved in sports clubs previously overseen by teachers within schools. Furthermore, concerns abound about whether sports instructors, who are not qualified teachers or coaches, would be able to instruct students with educational significance if they were to join the initiative as community instructors. There is a demand for a different system for organizing competitions as some wonder whether there is room for club and joint teams to participate in competitions that previously saw the participation of individual schools. As explained above, changing the traditional way sports clubs are run by merely moving the location from schools to local communities may cause confusion at the location of the activities and lead to disadvantageous situations for students, who ought to be the focus of consideration and respect as athletes. Therefore, this study first outlines various challenges related to the ongoing initiative of moving the location of after-school activities from the school to the community and examines the details of the issues raised, with a particular focus on sports governance.
